Undersecretary of the Air Force for just two months, Eric Fanning is now the acting civilian leader of the military branch after the retirement Friday of Air Force Secretary Michael Donley made him the highest-ranking openly-gay person at the Defense Department.

Fanning, having started his career in the Pentagon in the '90s, will fill the role until President Obama nominates an official replacement.

"'Don't Ask, Don't Tell' was implemented when I got [to the Pentagon]," Fanning said in an interview with the Washington Blade. "I didn't know what I was going to do if we didn't get the repeal through because some people couldn't work because they were openly gay or lesbian."

Although never subjected to the "Don't Ask, Don't Tell" policy as a civilian leader, Fanning said the changes that have occurred regarding gays in the military so far have been encouraging, especially since his return to the Pentagon in 2009.

Referring to the 2010 repeal of the law that prohibited gays from serving openly, he said, "It made this last round more rewarding just to see the change in the attitudes in the senior uniform leadership."

The decisions about two cases before the Supreme Court regarding gay rights are expected to be released this week and will have a significant impact on the Defense Department, said Fanning, including the ruling on the Defense of Marriage Act, which currently prohibits same-sex spouses from receiving military benefits.

"In some ways, DOMA, which I think is a terrible law, made the repeal of 'Don't Ask, Don't Tell' easier because it took some of the more emotional issues off the table." Fanning told the Washington Blade. "But in terms of extending benefits, I think everyone who serves in uniform should have full access to legal benefits, and so, DOMA is the main roadblock to that."

As acting secretary, Fanning has vast influence over the Air Force, including organizing, training, equipping and providing for the welfare of 333,000 people on active duty, 178,000 people in the Air National Guard and Air Force Reserve, and 182,000 civilians in the military branch.

He also oversees the Air Force's budget of more the $110 billion annually.

"I think that the military is stronger, institutions are stronger, and society is stronger the more inclusive that we are," Fanning said. "So wherever we can root out discrimination, I think it's a positive thing."

NSA leaker Snowden expected to fly to Cuba

WASHINGTON (AP) ? The bizarre journey of Edward Snowden is far from over. After spending a night in Moscow's airport, the former National Security Agency contractor ? and admitted leaker of state secrets ? was expected to fly to Cuba and Venezuela en route to possible asylum in Ecuador.

Snowden, also a former CIA technician, fled Hong Kong on Sunday to dodge U.S. efforts to extradite him on espionage charges. Ecuador's Foreign Minister Ricardo Patino said his government had received an asylum request, adding Monday that the decision "has to do with freedom of expression and with the security of citizens around the world." The anti-secrecy group WikiLeaks also said it would help Snowden.

Ecuador has rejected the United States' previous efforts at cooperation, and has been helping WikiLeaks founder, Julian Assange, avoid prosecution by allowing him to stay at its embassy in London.

Snowden gave documents to The Guardian and The Washington Post newspapers disclosing U.S. surveillance programs that collect vast amounts of phone records and online data in the name of foreign intelligence, often sweeping up information on American citizens. Officials have the ability to collect phone and Internet information broadly but need a warrant to examine specific cases where they believe terrorism is involved.

Snowden had been in hiding for several weeks in Hong Kong, a former British colony with a high degree of autonomy from mainland China. The United States formally sought Snowden's extradition from Hong Kong to face espionage charges but was rebuffed; Hong Kong officials said the U.S. request did not fully comply with their laws.

The Justice Department rejected that claim, saying its request met all of the requirements of the extradition treaty between the U.S. and Hong Kong. During conversations last week, including a phone call Wednesday between Attorney General Eric Holder and Hong Kong Secretary for Justice Rimsky Yuen, Hong Kong officials never raised any issues regarding sufficiency of the U.S. request, a Justice representative said.

The United States was in touch through diplomatic and law enforcement channels with countries that Snowden could travel through or to, reminding them that Snowden is wanted on criminal charges and reiterating Washington's position that Snowden should only be permitted to travel back to the U.S., a State Department official said. Snowden's U.S. passport has been revoked.

U.S. officials spoke on condition of anonymity because they were not authorized to publicly discuss the case.

An unidentified Aeroflot airline official was cited by Russia's state ITAR-Tass news agency and Interfax as saying Snowden was on the plane that landed Sunday afternoon in Moscow. The Russian report said Snowden intended to fly to Cuba on Monday and then on to Caracas, Venezuela.

The White House was hoping to stop Snowden before he left Moscow.

Caitlin Hayden, a spokeswoman for the National Security Council, said, "Given our intensified cooperation after the Boston marathon bombings and our history of working with Russia on law enforcement matters ? including returning numerous high-level criminals back to Russia at the request of the Russian government ? we expect the Russian government to look at all options available to expel Mr. Snowden back to the U.S. to face justice for the crimes with which he is charged."

Still, the United States is likely to have problems interrupting Snowden's passage. The United States does not have an extradition treaty with Russia, but does with Cuba, Venezuela and Ecuador. Even with an extradition agreement though, any country could give Snowden a political exemption.

The likelihood that any of these countries would stop Snowden from traveling on to Ecuador seemed remote. While diplomatic tensions have thawed in recent years, Cuba and the United States are hardly allies after a half-century of distrust. Another country that could see Snowden pass through, Venezuela, could prove difficult, as well. Former President Hugo Chavez was a sworn enemy of the United States and his successor, Nicolas Maduro, earlier this year called President Barack Obama "grand chief of devils." The two countries do not exchange ambassadors.

Snowden's options aren't numerous, said Assange's lawyer, Michael Ratner.

"You have to have a country that's going to stand up to the United States," Ratner said. "You're not talking about a huge range of countries here."

It also wasn't clear Snowden was finished disclosing highly classified information.

Snowden has perhaps more than 200 sensitive documents, Sen. Dianne Feinstein, chairwoman of the Senate Intelligence Committee, said on CBS' "Face the Nation."

Soprano talks of her 'sabbatical' from opera

SAN FRANCISCO (AP) ? Her character Antonia literally sings herself to death in Offenbach's "The Tales of Hoffmann," but in real life Natalie Dessay says her own upcoming break from opera is not so irrevocable.

"I'm going to take a sabbatical, and then we'll see," the French soprano said in an interview. "The truth is my repertoire is shrinking. I'm not a young woman anymore, so I don't feel adequate for roles where I'm the girl in love for the first time. I don't want to eternally redo Lucia or Ophelie or even Manon. I want some new challenges."

So after the curtain falls on her last performance in "Hoffmann" at the San Francisco Opera on July 6, Dessay will vanish for a time from American opera stages. Her last scheduled operatic performances anywhere are in Massenet's "Manon" this fall in Toulouse, France.

After that, no opera, at least through 2015. But that hardly means Dessay is giving up singing. She has several concert tours planned with pianist Philippe Cassard, who will accompany her in songs by, among others, Clara Schumann, Brahms, Debussy and Duparc. She also will tour with Michel Legrand, using a microphone while singing works by a composer known for his popular songs and jazz.

"So I won't be doing opera ? but I will be doing things to earn money," Dessay said.

And she'd like to fulfill a lifelong dream by breaking into theater. In fact, she started out as a drama student. Singing came about almost by accident because she had to do some for a role in a student play, and "people said, 'Oh, you have a nice voice.'"

That nice voice ? agile and bell-like up to the soprano stratosphere ? catapulted her to international stardom in the early 1990s in such comic roles as Zerbinetta in Richard Strauss' "Ariadne auf Naxos" and the mechanical doll Olympia in "Tales of Hoffmann."

More serious dramatic parts followed ? the title role in Donizetti's "Lucia di Lammermoor," Ophelie in Thomas' "Hamlet" and Violetta in Verdi's "La Traviata."

But now, at age 48, she no longer can manage the highest notes, and her voice never grew big enough for heavier lyric roles like Mimi in Puccini's "La Boheme."

"For example, I'd like to be able to do Blanche (the heroine of Poulenc's "Dialogues of the Carmelites"), but that's not for my voice," she said. "It would be possible in a small hall, but in a big house it's not a good idea. I've done Melisande (in Debussy's "Pelleas and Melisande") in a small house, but I couldn't do it at the Metropolitan Opera."

Still, based on her performance as Antonia on Thursday night, Dessay seems an unlikely candidate for early retirement from the opera stage. Vocally she sounded in fine shape, her delicate soprano perhaps a bit small for the role but fitting perfectly with her character's fragile state. And dramatically she was as compelling as ever.

One casualty of her planned time away from opera is the role of the emotionally unstable Elvira in Bellini's "I Puritani." She had agreed to do it in Paris and at the Met, but ended up canceling both engagements.

"The music is wonderful, but I just don't see myself playing her," she said. "She becomes crazy in exactly 30 seconds, then she's not crazy anymore, then she's crazy again.

"I mean, the libretto is really too stupid," she said, wrinkling her nose.

A new part she is considering after her sabbatical is the wily maid Despina in Mozart's "Cosi fan tutte." It might seem a surprising choice, since it's by no means the lead role in the opera.

"The Met offered it to me, and I think it's a good idea," she said. "It's maybe not that interesting to sing, but it would be wonderful to play."

The role she most regrets never performing is the title character in Berg's atonal masterpiece "Lulu."

"I couldn't learn it," she said. "It's just horribly long. Musically, I'm not a good reader. And I don't have perfect pitch. It would have taken me two years."

Even though she'll be doing concert tours, Dessay is looking forward to spending more time at home in France with her family ? husband bass-baritone Laurent Nouri and their two teenage children. As of June, she had been on the road non-stop since February.

"I think they are very happy, because they will see me more," she said, adding with a smile, "of course, they may regret that after a few months."

Snowden charges first step in perhaps long extradition

WASHINGTON (Reuters) - The United States has filed espionage charges against Edward Snowden, a former U.S. National Security Agency contractor who admitted revealing secret surveillance programs to media outlets, according to a court document made public on Friday.

The charges are the government's first step in what could be a long legal battle to return Snowden from Hong Kong, where he is believed to be in hiding, and try him in a U.S. court. A Hong Kong newspaper said he was under police protection, but the territory's authorities declined to comment.

Snowden was charged with theft of government property, unauthorized communication of national defense information and willful communication of classified communications intelligence to an unauthorized person, said the criminal complaint, which was dated June 14.

The latter two offenses fall under the U.S. Espionage Act and carry penalties of fines and up to 10 years in prison.

A single page of the complaint was unsealed on Friday. An accompanying affidavit remained under seal.

Two U.S. sources, speaking on condition of anonymity, said the United States was preparing to seek Snowden's extradition from Hong Kong, which is part of China but has wide-ranging autonomy, including an independent judiciary.

The Washington Post, which first reported the criminal complaint earlier on Friday, said the United States had asked Hong Kong to detain Snowden on a provisional arrest warrant.

Hong Kong's Chinese-language Apple Daily quoted police sources as saying that anti-terrorism officers had contacted Snowden, arranged a safe house for him and provided protection.

The report said the police had checked his documents but had not discussed other matters or taken any statements.

Hong Kong Police Commissioner Andy Tsang declined to comment other than to say Hong Kong would deal with the case in accordance with the law.

Snowden earlier this month admitted leaking secrets about classified U.S. surveillance programs, creating a public uproar. Supporters say he is a whistleblower, while critics call him a criminal and perhaps even a traitor.

He disclosed documents detailing U.S. telephone and Internet surveillance efforts to the Washington Post and Britain's Guardian newspaper.

The criminal complaint was filed in the Eastern District of Virginia, where Snowden's former employer, Booz Allen Hamilton, is located.

That judicial district has seen a number of high-profile prosecutions, including the spy case against former FBI agent Robert Hanssen and the case of al Qaeda operative Zacarias Moussaoui. Both were convicted.

'ACTIVE EXTRADITION RELATIONSHIP'

Documents leaked by Snowden revealed that the NSA has access to vast amounts of Internet data such as emails, chat rooms and video from large companies such as Facebook and Google, under a government program known as Prism.

They also showed that the government had worked through the secret Foreign Intelligence Surveillance Court to gather so-called metadata - such as the time, duration and telephone numbers called - on all calls carried by service providers such as Verizon.

President Barack Obama and his intelligence chiefs have vigorously defended the programs, saying they are regulated by law and that Congress was notified. They say the programs have been used to thwart militant plots and do not target Americans' personal lives.

U.S. federal prosecutors, by filing a criminal complaint, lay claim to a legal basis to make an extradition request of the authorities in Hong Kong, the Post reported. The prosecutors now have 60 days to file an indictment and can then take steps to secure Snowden's extradition from Hong Kong for a criminal trial in the United States, the newspaper reported.

The United States and Hong Kong have "excellent cooperation" and as a result of agreements, "there is an active extradition relationship between Hong Kong and the United States," a U.S. law enforcement official told Reuters.

Since the United States and Hong Kong signed an extradition treaty in 1998, scores of Americans have been sent back home to face trial. However, the process can take years, lawyers say.

Under Hong Kong's extradition process, a request would first go to Hong Kong's chief executive. A magistrate would issue a formal warrant for Snowden's arrest if the chief executive agrees the case should proceed.

Simon Young, a law professor at the University of Hong Kong, said the first charge of theft against Snowden might find an equivalent charge in Hong Kong, needed to allow extradition proceedings to move forward, but the unauthorized communication and willful communication charges may be sticking points that lead to litigation and dispute in the courts.

Whatever the Hong Kong courts decide could be vetoed by the territory's leader or Beijing on foreign affairs or defense grounds.

An Icelandic businessman linked to the anti-secrecy group WikiLeaks said on Thursday he had readied a private plane in China to fly Snowden to Iceland if Iceland's government would grant asylum.

Iceland refused on Friday to say whether it would grant asylum to Snowden.

Findings emphasize importance of vitamin D in pregnancy

June 22, 2013 ? Pregnant women pass low levels of vitamin D on to their babies at almost three times the extent previously thought, according to new research carried out at London's Kingston University.

While current studies suggest that around a fifth (19 per cent) of a newborn baby's supply or deficiency of vitamin D comes directly from its mother, experts from Kingston's School of Life Sciences have discovered that the figure is, in fact, almost three times as high at 56 per cent. The results have been revealed using a new measuring technique, developed in the laboratories at Kingston, which is able to examine eight different forms of vitamin D in greater detail for the first time.

The study, just published in Nutrition Journal, focused on 120 samples taken from 60 Greek mothers and their babies. The research was conducted with the Department of Obstetrics and Gynaecology at Aristotle University of Thessaloniki in Greece. Although the Mediterranean nation enjoys more hours of sunshine than the United Kingdom, the research revealed that many of the mothers had low levels of vitamin D, suggesting that what they ate was an equally important source.

Professor Declan Naughton, who headed the Kingston University research team, said the findings made it more important than ever that mothers-to-be received the key nutrient not only through sunlight but also through foods such as oily fish. "The impact that mothers deficient in vitamin D have on their babies' levels is a much bigger problem than we thought," Professor Naughton said. "Maintaining good supplies during pregnancy is clearly of vital importance for both mothers' and babies' long term health."

Lack of the vitamin in pregnant women has been linked to diabetes and increased rates of caesarean section births, while babies can be smaller than average. In children, the deficiency can cause rickets -- a soft bone disease.

Vitamin D plays an important role in maintaining good levels of calcium and phosphate which help form healthy bones and teeth. The two main forms are vitamin D3, which primarily comes from sunlight, and D2 which is found in a small number of foods including egg yolk, mushrooms, farmed salmon, mackerel, sardines and fortified bread and cereals. Processes in the body convert the vitamin into what is known as the circulating form -- the type commonly measured in routine blood tests -- followed by the active form -- the type that promotes calcium absorption, cell growth and immunity.

Professor Naughton and his team found that the type of vitamin D commonly measured in blood tests was not as reliable an indicator of vitamin D activity as other strands. They went on to discover that two epimer forms, previously thought to be unimportant, influenced levels in babies. "This shows the need for more accurate measurement to assess levels of vitamin D as well as the need to look more closely at its different forms," Professor Naughton said.

Further clinical studies would be required to examine the effectiveness of vitamin D supplements in pregnant women to see whether particular factors made it difficult for them to absorb the nutrient, Professor Naughton added.

The research forms part of wider investigations being conducted by Professor Naughton and his team into vitamin D's role in conditions including Alzheimer's disease, diabetes and multiple sclerosis.

But the cDNAs that people would like to patent is not simply endogenously present - it has to be created using an entirely artificial process. And reverse transcriptase isn't a naturally occurring enzyme in humans, or at least not the kind that's used to make cDNA*. And our cells remove introns only to make mRNA, not cDNA. So it's a little deceptive to say that cDNA is a natural product and therefore not patentable. If your rather simplistic argument were valid, a vast number of forms of gene manipulation and genetic engineering would become unpatentable, because organisms undergo gene manipulation all the time. (The most extreme example is probably horizontal gene transfer, but there are plenty of other weird things going on, many involving viruses.)

Now, my personal preference (as both a scientist and a consumer) is for as few patents as possible on any genetic material, and I was relieved to see Myriad get slapped down by all nine justices. But what I prefer isn't always in line with what current case law decrees is allowable, and I wouldn't call the Supreme Court incompetent just because they didn't reach the conclusion I personally favor.

(* In fact, the polymerases used in molecular biology labs are often heavily engineered for greater stability and control, and of course they're not endogenously produced but rather purified from a [heavily modified] recombinant organism expressing the protein on a [human-designed] plasmid, so the connection to the naturally occurring proteins is tenuous.)

Robert Downey Jr. signs on as Iron Man for next two "Avengers"

LOS ANGELES (Reuters) - Actor Robert Downey Jr., who has gained huge box-office success with his portrayal of Iron Man, has signed on to star as the superhero in the next two installments of the "The Avengers," Marvel Studios said on Thursday.

Downey, 48, was one of the main stars of the 2012 all-star superhero film "The Avengers," which united Iron Man, The Hulk, Captain America, Thor and the Black Widow.

"The Avengers," made by Walt Disney Co's Marvel Studios, became the third highest-grossing film of all time, with $1.5 billion at the worldwide box office.

Downey is expected to be joined by Chris Evans, Chris Hemsworth, Mark Ruffalo and Scarlett Johansson in reprising their superhero roles for "The Avengers 2."

"The Avengers 2," set for release on May 1, 2015, will be directed by Joss Whedon. Marvel said the film would reunite the superheroes from the first film, as well as introducing Marvel characters never seen in film before.

The three "Iron Man" films starring Downey from 2008 to 2013, have grossed more than $2.4 billion at the worldwide box office.

"Iron Man 3" released last month has become the highest-grossing film of the year, with $1.2 billion in global ticket sales, and the fifth highest-grossing film of all time, Marvel said in a statement.

NSW has secured hosting rights for the 2014 Australian University Games, with Sydney to host the five day event from Sunday 28th September to Friday 3rd October 2014.

This is the first time in 13 years that the Australian University Games will be held in Sydney, and to mark the occasion, organisers have announced that the event will be staged across Sydney?s main sporting venues and universities including The University of Sydney, Macquarie University, University of NSW and University of Technology Sydney.

The Games are expected to attract 6,500 student athletes, along with team officials, staff and volunteers from more than 35 national universities taking part in 30 sports, including 5,000 athletes from interstate.

ATHENS (Reuters) - Greece's coalition leaders failed to agree to on how to resume state television broadcasts during their third round of talks this week, deepening a nine-day impasse that has renewed fears of political instability in the country.

Prime Minister Antonis Samaras had appeared close to a compromise earlier this week with his two leftist coalition partners over the sudden closure of the ERT state broadcaster, until the three-party talks collapsed again on Thursday.

The leader of the smallest party in the coalition, Fotis Kouvelis of the Democratic Left, attacked Samaras for failing to comply with a court ruling ordering ERT back on air and rejecting his proposal for a reformed broadcaster.

"No common ground was reached at the political leaders' meeting with regards to the issue of ERT," Kouvelis said.

Democratic Left party officials were due to meet on Friday morning to discuss their stance on the issue, officials said.

The leader of the other junior coalition partner, Evangelos Venizelos, warned the country's ruling coalition was in trouble and called on Kouvelis to stay in the government.

"The situation for the country, the economy and its citizens is especially grave," said Venizelos, who heads PASOK, the second-biggest party in the government.

"We want the government to continue as a three-party government and we are asking Democratic Left to participate in re-establishing cooperation."

Center-right leader Samaras has ruled in fragile coalition with the two center-left parties since coming to power a year ago. The latest crisis was sparked by Samaras abruptly yanking ERT off air last week, triggering an outcry from his allies, unions and journalists.

ERT remains off air despite a court ruling on Monday ordering it back on. Samaras wants a transitional broadcaster run by only a few staff that will air a few ready-made programs while his allies want ERT to reopen exactly as it was before until the smaller version is launched.

Venizelos said Samaras had accepted a proposal to resume public broadcasts and re-hire about 2,000 workers, but that the junior partners were not satisfied.

"There have been steps to repair this but we are not fully satisfied," he said.

Storm chaser caught in tornado: It felt like I was going to heaven

>> yeah, it was a difficult circumstance that we ended up being on the north side of the storm, which is generally a portion of the storm you don't want to be on. there's a lot of rain there, a lot of hail as well. a lot of times your view of the tornado is obscured. it's a dangerous place because usually the tornado can come right at you. that circumstance, we were trying to get south of the storm. we were trying to get away from the storm, not closer to it. if you can get on the south of the storm, it's an area where there's no rain, no hail, you can get an unobscured view and it's moving away. it's usually the safest place to be. that's where we're trying to get. it's overtaken. another 30 seconds and we would have gotten past it.

>> these things usually in slow motion . we saw under the circumstances emotional, seeing the face of your life. was there a moment when you realized, we're done here. we are in this tornado.

>> i think when i saw our lead vehicle get pulled off the road and into a ditch, i think that was the moment i recessed we were just not going to get past it. as soon as i felt the vehicle tumble, i knew we were in trouble.

>> let me ask a question i think are on a lot of people's minds in a story like this, and it's why. people ask us, why do we stand in the face of hurricanes and they ask why do you chase tornadoes. is there a good answer?

>> i think storm spotters have a valuable service. they are out there giving ground to the radar and give advance warnings. things can change quickly. storm spotters can give advanced warning you wouldn't normally get. at times, i think the envelope is being pushed more and more and more people are being extreme with their chasing. i would say have situational awareness. if you know where you are, the erratic nature, always chase with a partner, think of safety first.

>> i have to ask, how will this change the way you continue to do your job?

>> i think, you know, there are moments where sometimes you get caught up in the moment and you forget exactly which road you need to take or what not. i think, if anything, there's a lesson to be learned here, lester, that safety comes first. there's always a tornado to chase. if you don't happen to see one, that's okay. there will be another one in the same circumstance.

How US military can be 'band of brothers and sisters'

Even before she moved to Israel, Minnesota-born Cpl. Arrielle?Werner was certain she possessed what it took to fight on the front lines.?

"I realized that I couldn't be the passive Minnesotan," said the 21-year-old member of Israel's?majority female Caracal Battalion, a combat unit which patrols the volatile border with Egypt's Sinai Peninsula.?"I knew this was the place for me.?My friends back in the States are shocked ? now I?m the wild combat soldier."

The self-described "peace keeper of the family" said she is prepared to "give everything" on the battlefield.?

That's the sort of gung-ho attitude that military brass appreciate in any soldier -- but it isn't an attitude many expect from a woman.

There have long been barriers to women?at war, never mind those assigned to fight at the tip of the spear. But the U.S. government's announcement on Jan. 24?that it was dropping?its ban on women in combat units changed everything. (While not officially in combat units, American women have long served side-by-side with male?service-members -- in fact, 152 women died while being deployed in Iraq and Afghanistan.)

Despite living in a country "where some still think women should stay in the kitchen," Werner feels accepted by male colleagues.

Defense Secretary Leon Panetta's decision to lift the 20-year ban on women serving in combat will open some 237,000 combat-related positions to women. Initially, women will be assigned to combat communications, logistics and drivers. NBC's Jim Miklaszewski reports.

"There is a little bit of a glass ceiling (but) ... you see women every day getting higher and higher," said Werner, who is originally from Minnetonka, Minn. "As long as you want to succeed and want to get stronger ? you?re able to handle everything."

While many worry whether society has the stomach to accept women being killed, and being killers, Werner is in no doubt about her place on the battlefield. ?And she doesn't mince words about her fellow females in the co-ed Caracal Battalion.

"These girls are tough," she said.

Werner, who has been on stationed on the border since October, admitted that she has noticed differences between the sexes.

"Guys are able to really to put a tough face on things (while) girls really take time to put emotion into something," she added.?"Women in combat can only bring good things. Two halves of a whole together can only be good."

Not practical or not relevant?
As the U.S. military implements its?new and controversial policy ahead of a January 2016 deadline, it will be seeking lessons from Israel and the handful of other countries that currently do not bar women from front-line combat. They include all of Scandinavia, Australia, Eritrea, France, Germany, Lithuania, Netherlands, New Zealand, North Korea, Poland and Romania.

Despite examples set by these countries, one of the biggest worries remains that integration will undermine the essential cohesion of the so-called band of brothers that has long defined the?camaraderie?among fighting men.

"(In the British military) the argument always comes down to the pure practicalities of the effectiveness of the unit rather than if a woman can't do it," said Amyas Godfrey, a former infantry officer and associate fellow at British security think tank the?Royal United Services Institution (RUSI).

The United Kingdom is almost alone among Western European countries in not allowing women into?front-line?combat roles.

"It comes down to 18-to-22-year-old boys not being able to ignore the fact that there is a woman in their midst," he said. Integrating combat units and concentrating on making space for women also "doesn't fit with the practicality of closing with and killing the enemy," he said.

Norwegian Brigadier Odin Johannessen, who served in Bosnia and Afghanistan and commanded military units for 12 years, disagreed with the idea that men and women could not be trained to serve together.

"In mixed units, what is most important is to become a soldier," said the 51-year-old who formerly ran the Norwegian Army Academy in Oslo. "That you are a good soldier tends to be the most prized factor of all, if you are a male or female doesn?t matter."

"It's called a band of brothers. I would rather rephrase it to a band of brothers and sisters," he added.?

Johannessen's exposure to military women colored the rest of his career.

"My first day in the military I met Sgt. Bente Karlsen and she has been present in my mind for my entire service for the professional way she led us," he said. ?

Karlsen had the essential ability to convey instructions and orders, but also clearly cared about the young men under her command, Johannessen said.?

"She was a brilliant sergeant?and showed me that it matters not if you are male of female," he said.?

Norway has no official restrictions on women joining any of its?operational?units, although no women are members of its special forces. Nine percent of combat roles in Norway are made up of women, and the?armed forces' aim to increase that the proportion of females in military positions to 15 percent.

'Masculine warrior culture'
With its "no-exclusion policy," Canada is also recognized internationally as one of the few militaries to have officially removed all barriers to women. Canadian women have served and died on the front line in Afghanistan, and make up four percent of the roles in Canada's so-called combat arms divisions, and 14.8 percent of military roles overall.?

Hundreds of American and Canadian troops were lifted into the mountainous region at high altitude to search and destroy Taliban and al-Qaida fighters.

Karen Davis, a gender integration expert for Canada's armed forces, acknowledges?that women have to adapt to the "masculine warrior culture" of combat units.

But when Canadian men and women were sent to fight on the front lines in Afghanistan, fears that women's presence would hurt all-important unity did not bear out, she said.

"What we learned when we went into Afghanistan is that Canadian soldiers are trained to do a job, no matter if they were men or women," Davis said, adding that proper and rigorous training before deployment helped make this happen.

Whether women can or should be treated and tested differently from their male counterparts is at the heart of any discussion on how to integrate military operations, especially front-line combat troops.

In Israel, where women have formed part of the military since before the founding of the state and face?conscription, the training process "accepts differences between men and women and just deals with them," according to Capt. Eytan Buchman, a spokesman for the?Israel Defense Forces.

"Everybody comes in with their own baggage and?physiological?differences," he added.

Johannessen, for his part, advises trainers and commanders to not give women under their command special treatment.?

"Say there are two females in the unit. If you want to do it wrong, pay special attention to them," he said. ?

To this end,?gender-neutral physical standards?are also essential, he said.

According to Davis, Canada's success at integrating women also came about as a result of a rigorously enforced non-fraternization policy. And the onus for making sure relationships don't happen lies not just on the women, but also the men throughout the chain of command, she says.

But beyond policies and rules, Norway's Johannessen says that more women make militaries better and smarter.

"Men and women are looking at a problem from different positions," he said. "Having the?possibility?for a different view is many times better."

While integrating women into combat can be down to well-thought-out polices, effective leadership and rigorous training -- natural attributes for any well-run military organization -- an important lesson is that change will most likely not come quickly or implemented uniformly.

Gender integration expert?Davis?admits that even her own thinking changed radically from the time she joined an all-female land-bound unit in the Canadian Navy in 1978. At the time, she agreed that women did not belong in many roles in the military. But in 1985 that changed: Davis was asked to be one of two women to go to sea for 12 days on a formerly all-male ship.

"I came back questioning everything," Davis said. "I had joined and completely accepted everything I had been told, but in fact none of it was rational, it could all be dismantled."?

Directors Guild gives Affleck another 'Argo' win

LOS ANGELES -- Actor-turned-filmmaker Ben Affleck won the top honor from his peers at the Directors Guild of America on Saturday for the movie "Argo", cementing the Iran hostage drama's frontrunner status for the Oscars.

The Hollywood directors' recognition for Affleck, however, is an awkward result for the Academy of Motion Pictures Arts and Sciences, which failed to nominate him for best director in what is considered one of the biggest snubs of this year's Oscars.

Since 1948, there have been only six occasions when the Directors Guild of America (DGA) winner has not gone on to win the Oscar for best director.

"I have nothing but respect for the Academy," Affleck said after collecting his first DGA award. The Hollywood star, a producer of "Argo", said he was thrilled the film was nominated for the Oscars' best picture award.

"You are not entitled to win anything," he said.

"Argo" has picked up the three top awards from the industry's guilds, whose members are also often members of the Academy.

Last weekend, the film was the victor at both the Producers Guild and the Screen Actors Guild awards, leaving Steven Spielberg's Civil War-era epic "Lincoln" in its wake.

Affleck also won best director at the Golden Globes while "Argo" won Best Drama. The Oscars will be held on February 24.

On Saturday, Affleck bested four directors who had all previously won the top DGA honor and gone on to win the Best Director Oscar.

It has been a particularly tough awards season for Spielberg, nominated by the DGA for the 11th time with "Lincoln" and a two-time winner for "Schindler's List" in 1994 and "Saving Private Ryan" in 1999.

"What an incredible year for movies," said Spielberg. "Maybe I've had moments when I wished it wasn't such an incredible year."

Affleck also beat out Kathryn Bigelow, nominated for Osama bin Laden-manhunt thriller "Zero Dark Thirty," Ang Lee for his 3D adaptation of the bestselling novel "Life of Pi", and Tom Hooper, for his screen adaptation of the hit musical "Les Miserables".

In "Argo", which is based on a real account, Affleck also plays the lead role of a CIA agent entrusted with extracting six Americans from revolutionary Iran after the U.S. embassy is stormed. The agent, with help from Hollywood, creates a fake film and makes the Americans part of the crew.

"There was a point in my life where I was really down and really confused ... didn't know what was going to happen and I thought 'I could be a director'," Affleck told the high-powered Hollywood crowd on Saturday.

"I don't believe this makes me a real director, but I think I am on my way," he said.

Another young director also collected a top award on Saturday -- Lena Dunham for best comedy series for "Girls", the HBO show about four girls in Brooklyn and their travails over sex, work and making it in the big city.

"This is surreal, which I know is an over-used Los Angeles word," said Dunham, who often appears in the show she created wearing little or no clothes.

According to the Office of the Privacy Commissioner of Canada (OPC) and the Dutch data authority College Bescherming Persoonsgegevens (CBP), the popular cross-platform messaging application WhatsApp violates privacy laws. A joint investigation between the two groups revealed that, with the exception of devices running iOS 6, the app requires access to a customer's address book in order to use the software. This stipulation results in non-user contact information being recorded to WhatsApp servers without permission, which contravenes Canadian and Dutch privacy laws. In September of 2012, the company added encryption to its services as a response to these investigations, but both the OPC and CBP remain concerned about unauthorized data collecting. As it stands, both organizations will continue to monitor WhatsApp's progress toward compliance, with the Dutch agency reserving its right to impose fines against the firm if necessary.

Canadian and Dutch data privacy guardians release findings from investigation of popular mobile app

Ottawa, Canada and The Hague, The Netherlands, January 28, 2013 -The Office of the Privacy Commissioner of Canada (OPC) and the Dutch Data Protection Authority (College bescherming persoonsgegevens, (CBP)) today released their findings from a collaborative investigation into the handling of personal information by WhatsApp Inc., a California-based mobile app developer.

The coordinated investigation is a global first, as two national data protection authorities conducted their work together to examine the privacy practices of a company with hundreds of millions of customers worldwide. This marks a milestone in global privacy protection.

"Our Office is very proud to mark an important world-first along with our Dutch counterparts, especially in light of today's increasingly online, mobile and borderless world," said Jennifer Stoddart, Privacy Commissioner of Canada. "Our investigation has led to WhatsApp making and committing to make further changes in order to better protect users' personal information."

Jacob Kohnstamm, Chairman of the Dutch Data Protection Authority, adds: "But we are not completely satisfied yet. The investigation revealed that users of WhatsApp - apart from iPhone users who have iOS 6 software - do not have a choice to use the app without granting access to their entire address book. The address book contains phone numbers of both users and non-users. This lack of choice contravenes (Dutch and Canadian) privacy law. Both users and non-users should have control over their personal data and users must be able to freely decide what contact details they wish to share with WhatsApp."

Key findings and outcomes

The investigation focused on WhatsApp's popular mobile messaging platform, which allows users to send and receive instant messages over the Internet across various mobile platforms. While WhatsApp was found to be in contravention of Canadian and Dutch privacy laws, the organization has taken steps to implement many recommendations to make its product safer from a privacy standpoint. At this time however, outstanding issues remain to be fully addressed.

The investigation revealed that WhatsApp was violating certain internationally accepted privacy principles, mainly in relation to the retention, safeguard, and disclosure of personal data. For example:

In order to facilitate contact between application users, WhatsApp relies on a user's address book to populate subscribers' WhatsApp contacts list. Once users consent to the use of their address book, all phone numbers from the mobile device are transmitted to WhatsApp to assist in the identification of other WhatsApp users. Rather than deleting the mobile numbers of non-users, WhatsApp retains those numbers (in a hash form). This practice contravenes Canadian and Dutch privacy law which holds that information may only be retained for so long as it is required for the fulfilment of an identified purpose. Only iPhone users running iOS6 on their devices have the option of adding contacts manually rather than uploading the mobile address numbers of their address books to company servers automatically.
At the time the investigation began, messages sent using WhatsApp's messenger service were unencrypted, leaving them prone to eavesdropping or interception, especially when sent through unprotected Wi-Fi networks. In September 2012, in partial response to our investigation, WhatsApp introduced encryption to its mobile messaging service.
Over the course of the investigation, it was found that WhatsApp was generating passwords for message exchanges using device information that can be relatively easily exposed. This created the risk that a third party may send and receive messages in the name of users without their knowledge. WhatsApp has since strengthened its authentication process in the latest version of its app, using a more secure randomly generated key instead of generating passwords from MAC (Media Acess Control) or IMEI (International Mobile Station Equipment Identity) numbers (which uniquely identify each device on a network) to generate passwords for device to application message exchanges. Anyone who has downloaded WhatsApp, whether they are active users or not, should update to the latest version to benefit from this security upgrade.
Next steps

The OPC and CBP have worked closely together, but have issued separate reports, respecting each country's data protection law (Canada's Personal Information Protection and Electronic Documents Act (PIPEDA) and the Dutch Data Protection Act (Wet bescherming persoonsgegevens (Wbp)). Following the issuance of their respective reports of findings, the OPC and CBP will pursue outstanding matters independently.

Following investigation, the Dutch Data Protection Act provides for a second phase in which the CBP will examine whether the breaches of law continue and will decide whether it will take further enforcement actions. The Dutch legal framework contains the possibility to enforce the Dutch privacy law by imposing sanctions.

Under Canada's PIPEDA, the OPC will monitor the company's progress in meeting commitments made in the course of investigation. In most cases, companies are cooperative in meeting their obligations, and WhatsApp has demonstrated a willingness to fully comply with the OPC's recommendations. Unlike the CBP, the OPC does not have order making powers.

PX at Estate Bethlehem Closed January 19 2013 - USVI Moving ...

Yesterday, working as a civilian for the Virgin Island National Guard, I received an email from the leadership of the VING, AAFES run PX at at EState Bethlehem, would close at the end of the day----for good.

Sad news, however, the leadership of the VING sent another email about an hour later-----although closed by AAFES as a PX, it will reopen in the next few months as a new and improved territorial store run by the Virgin Island National Guard.

PS Puerto Rico does this at one of the bases, it quite nice and has good prices, and a nice selection of product, to include TVS, stereos, etc.......

We keep all you veterans posted on any news of the reopening---expect 2-3 months.

"I think hip-hop had a role in making sure we elected a black president in America because we made it so that black people were in people's homes ... through our music and through our culture," the R&B crooner said Sunday night at the Hip-Hop Inaugural Ball.

"I think it made Barack Obama and more people like him possible, so I'm really thankful for hip-hop and the role it plays in society," he continued.

Legend was awarded the humanitarian award at Sunday's event, and it was one of many honors handed out at the Harman Center for Arts.

Hip-hop pioneers MC Lyte and Doug E. Fresh were both given lifetime achievement awards. Fresh even hit the stage, beat boxing while comedian-actor-singer Wayne Brady cooed Marvin Gaye's "What's Going On?" At one point, Brady even busted out his own rhymes.

Rapper Yo Yo earned a roaring cheer when she hit the stage to honor MC Lyte; Lil Mama also paid tribute to the "Ruffneck" rapper.

2 Chainz, who had a breakthrough year with his Grammy-nominated solo debut and multiple rap hits, earned the street soldier award for encouraging young voters as a spokesperson for the Hip-Hop Caucus' "Respect My Vote!" campaign.

"Doing my thing on the charts is one thing, but to be getting honored on another avenue, it just feels like a blessing," he said in an interview. "I'm keeping my head leveled and staying humble."

Actress Rosario Dawson won the vanguard award for her work as chairman of the Voto Latino organization.

"It's time to step out of the shadows. It's time to not just be talked about by other people, it's time to take the leadership ourselves and that first step of leadership is voting," Dawson said of the importance of the Latino vote.

Rappers Swizz Beatz and Meek Mill also earned honors at the event, attended by a few hundred hip-hop fans, including model Tyson Beckford, former NBA star Dikembe Mutumbo and Victor Cruz of the New York Giants. La La Anthony and Terrence J hosted the ball.

British singer Marsha Ambrosius also delivered a rousing performance, and playful jokes about Obama.

"I got a call from the president and he asked me to perform his favorite song," she said before singing the R&B jam "Hope She Cheats on You (With a Basketball Player)."

Then she sang "Butterflies," a song she co-wrote for Michael Jackson's 2001 "Invincible" album.

"This might have been his favorite," she said.

Specialized booklet staplers can often cost $25 or more, but if you have access to a bit of aluminum rectangular tubing, a hacksaw, and a drill you can augment a cheap $2 dollar-store stapler into having a much longer reach.

Instructables user kenyer basically disassembled the donor stapler, cut two pieces of aluminum stock to size and formed them into a U-beam, and attached the two pieces of aluminum stock to the stapler using screws at a 90-degree angle. Now the stapler doesn't need to be as long to access the spine of your booklet.
