Repsol says big oil find off Brazil's coast

SAO PAULO (AP) ? Spanish oil company Repsol says an offshore block near Brazil's coast contains at least 1.2 billion barrels of oil equivalent, one of the globe's largest finds this year.

The company says in a Thursday release that testing confirms the potential of the well.

Repsol Sinopec Brasil is the operator of the well. Norway's Statoil has a 35 percent stake and Brazil's Petrobras owns 30 percent.

Repsol says the total estimated resources in the block amount to more than 700 million barrels of light crude and 3 trillion cubic feet of gas, the latter being equivalent to 545 million barrels of oil.

Brazil's offshore oil fields contain some of the world's biggest finds in the last 30 years, with estimates of at least 50 billion barrels of oil.

[EXCLUSIVE] Chief Public Safety attorney ignores legal opinions ...

As Ohio?s legislature prepares to quietly pass legislation that legally allows the Highway Patrol to operate at the newly privatized prison in Conneaut, Ohio, the bigger story that has generally gone unreported (except by Plunderbund, of course) is the multitude of ways in which the Ohio Department of Public Safety?s legal department has attempted to circumvent existing law.

According to records obtained by Plunderbund, James Canepa, Chief Legal Counsel at Ohio Department of Public Safety, ignored two opinions issued by the Ohio Legislative Service Commission (OLSC) when he pursued an agreement with the City of Conneaut to have the Highway Patrol provide law enforcement and investigative services to Ohio?s newly-privatized prison.

As we?ve been discussing, John Kasich?s decision to sell the Lake Erie Correctional Facility in Conneaut to private prison operator Corrections Corporation of American (CCA) opened up a series of problems for the city and the state, not the least of which was identifying who would investigate crimes at the private facility. The Highway Patrol currently performs this function at state prisons but is forbidden from operating on private property.

In October of last year, realizing LECF would be sold to CCA, state and local officials began scrambling to figure out how to handle this dilemma. ?We have obtained a October 26, 2011 Memorandum from the City of Conneaut?s Law Director Office.? This Memorandum states that in other cities with private correctional facilities owned by CCA, ?the local police generally has the responsibility to conduct criminal investigations inside the facilities . . .?? .

This may seem like an academic point, but it has real world implications for Troopers.? As we noted a little over a month ago, Troopers could face personal liability because they were acting outside of their jurisdiction.? (Of course, Kasich, who views law enforcement officers as idiots, and who tried to strip Troopers of their collective bargaining rights, probably doesn?t care.)

It turns out that others agreed with us long ago.? On October 17, 2012, an opinion issued from OLSC by Attorney David M. Gold identifies the lack of clarity in the new legislation, but clearly points out that existing statutory language ?restricts the Highway Patrol?s authority to facilities ?owned and leased by the state.?? And once ownership of the prison was transferred to CCA, the prison would no longer fall under this authority.

On December 1st, 2011 Bethany Boyd, also an Attorney with OSLC, issued an opinion that cleared up any questions about the Patrol?s authority. According to the second opinion, ?the facility is private property and not state property or a state institution; thus,?the Patrol has no authority to enforce the criminal laws or to undertake major criminal investigations?there.? The opinion also states that ?the Patrol has?no statutory authority to enter into a mutual aid agreement?with local law enforcement agencies in regard to the Lake Erie Correctional Facility.?

Let me restate that in case it wasn?t clear: two different attorneys from OLSC both provided the same opinion regarding the Patrol?s authority to operate on private property i.e. they HAVE NO authority. The second attorney also stated that, without any question, the Patrol can NOT enter into an agreement with local law enforcement agencies to provide these services.

And yet records show that 9 days later, on Friday, December 10th, head lawyer for the Department of Public Safety James Canepa asked Conneaut Law Director David Schroeder to write a letter requesting that the city and local police department enter into an agreement with the Highway Patrol to provide law enforcement services at the prison.

On Monday December 12th, the city?s law director executed the letter and sent copies to Canepa. In an email exchange Canepa asked Schroeder to insert a new paragraph at the end of the letter saying that ?the City of Conneaut authorizes the Ohio State Highway Patrol to conduct?investigative/law enforcement services? and that the ?Highway Patrol?s authority in this regard shall be?the same as that of the Conneaut Police Department.? The letter was updated per Canepa?s request and sent to Colonel John Born of the Highway Patrol and Tom Charles, Director of the Ohio Department of Public Safety.

A draft Memorandum of Understanding between locals and the Patrol was also drawn up in an attempt to help deal with associated insurance issues. According to Law Director Schroeder, the MOU was never executed or signed and the ?matter was resolved in another manner.?

Still, the fact that Canepa asked for any of this in the first place, despite having two distinct legal opinions from two different state lawyers saying the Patrol could not operate at the prison is completely bizarre behavior for the chief legal counsel for Public Safety. It?s his JOB to know what the Highway Patrol can and can?t do. And he should absolutely know that the patrol does NOT have the same legal authority as the city police department.

And if for some reason he had any doubts, the two opinions from OLSC should have given him all the proof he needs that he CAN?T enter into an agreement with the city of Conneaut and he CAN?T let the patrol operate at the private prison. And yet the patrol continues to operate at the prison today.

I have yet to meet a lawyer who has read existing law and thinks the Patrol has any authority at this prison or any other private property.? ?And yet Canepa continued to try to find ways around the law to pursue Kasich?s agenda, going all the way to the AG?s office, a topic we?ll cover in our next post.

This isn?t the first time Canepa has tried to use his position and legal maneuvering to circumvent the rules. As we discussed a fews weeks back,Canepa?s obviously incorrect?legal opinion regarding a grant to the Ohio Association of Chiefs of Police directly resulted in the state paying back nearly $3 million is misappropriated funds.

But the potential dangers associated with this decision could end up being even worse. Instead of just blowing misappropriated federal dollars on big salaries and trips to Turkey, the decision to allow Troopers to operate on private property, outside of their jurisdiction,?put the troopers at risk?of liability for their actions while performing their assigned duties at the prison.

The reasoning behind Canepa?s actions seems pretty clear: John Kasich wanted to sell this prison, and he tasked Canepa and his other appointees at Public Safety to figure out the details. As the the Chief Legal Counsel for Public Safety, Canepa?s primary job is to provide sound legal advice to the department?s leadership, and in this capacity he has absolutely failed.

Moreover his decision to ignore the law, and the legal opinions of other state attorneys, puts rank-and-file Highway Patrol troopers at personal risk. Canepa appears to have put politics and pleasing Kasich ahead of following the law and protecting the hard working Troopers that rely on him. And this is absolutely unacceptable.

Weather change delays departure of USS Iowa

A change in the weather is delaying what will probably be the final voyage of the U.S.S. Iowa.

The historic battleship was expected to be towed through San Francisco Bay Sunday on its way to what will be its new home in Southern California.

But officials with the Pacific Battleship Center, the nonprofit organization that has been restoring the ship, say the Iowa's departure has been postponed because of a storm system approaching the West Coast.

Spokeswoman Lisa Lacher says high waves and strong winds expected with the approaching system would make it difficult to tow the 887-foot long, 58,000-ton battlewagon in the open ocean.

Lacher says officials will be evaluating the weather conditions on a day-to-day basis.

When the Iowa does make it to its final destination at the Port of Los Angeles in San Pedro it will be transformed into an interactive naval museum.

Aftershocks rattle Italy, residents sleep outdoors

FINALE EMILIA, Italy (Reuters) - Thousands of people in northern Italy slept in tents and cars overnight as more than 100 aftershocks rocked the area hit by a magnitude 6.0 earthquake that killed seven people and inflicted heavy damage to centuries-old cultural sites.

"The fear that your house will collapse on your head is great, so it was good to be able to sleep in this tent," said one man who spent the night outdoors, cold but safe, in the town of San Felice sul Panaro.

Heavy rainfall added to the misery of people who had to abandon their homes and made conditions more difficult for civil protection workers.

But most residents said they were content with the relief effort. "They set up these tents very quickly. I felt safe," an elderly woman said.

Sunday's earthquake killed four factory workers who were on the night shift, an elderly woman who was hit by a beam and two women who died of shock.

It also caused an estimated 200 million euros' damage to agriculture and left a swathe of destruction across the Emilia-Romagna region, felling ancient churches and severely damaging a castle that had withstood wars and invasions for seven centuries.

CLOVEN CHURCH

A 14th century clock tower in Finale Emilia was split vertically as if hit by a meat cleaver when the quake struck at 4:04 a.m. (0204 GMT), leaving only one half - showing the Roman numerals from seven to eleven - standing. Twelve hours later, an aftershock of magnitude 5.1 brought down the rest.

"I had to come here. They haven't said when we can go back because the aftershocks are continuing," said Michelina Salvatico, a resident of Finale Emilia who was moved to a sports centre after her house was damaged.

The quake hit a generally flat area in the Po River valley that was believed to have been safe from major seismic activity.

The quake, and a bombing that killed a teenage girl in southern Italy on Saturday, prompted Prime Minister Mario Monti to cut short a trip to the United States.

"This is one of the times that the country should feel united and close to those who are suffering, and I believe it is," Monti said in Chicago, announcing his decision to return early from a NATO summit.

The tremors caused the greatest loss to Italy's artistic heritage since an earthquake in 1997 ravaged the Basilica of St. Francis in Assisi, where the ceiling collapsed.

The imposing 14th century Estense Castle, symbol of the town of San Felice sul Panaro, was severely damaged.

The tops of several of its smaller towers collapsed and there were fears that the main tower, weakened by cracks, could tumble. Centuries-old frescoes and other works of art were badly damaged in three of the town's churches.

PROSCIUTTO AND PARMESAN

"We have practically lost all our artistic patrimony," said Alberto Silvestri, mayor of San Felice. "Churches and towers collapsed. The theatre is still standing but has cracks."

The quake left a gaping hole in the side of the Renaissance town hall in Sant'Agostino, which officials said was in danger of collapsing.

Smaller aftershocks, reaching magnitude 2.5, continued to rattle the area on Monday.

The damage to agriculture and livestock, in what is one of Italy's most fertile food producing regions, was estimated to be at least 200 million euros, the farmers group Coldiretti said.

Stables, barns and animal pens were damaged and some 400,000 large wheels of the area's world-famous Parmigiano Reggiano and Grana Padano cheeses fell from shelves in warehouses where they were undergoing seasoning.

The quake could also affect milk and ham production in the area - famed for Parma ham - because of deaths and injuries suffered by cows and pigs, Coldiretti said.

Europe's debt woes dominate G8 summit

CAMP DAVID, Maryland (Reuters) - President Barack Obama pledged at a Group of Eight summit on Saturday to work with Europe to balance growth with debt reduction as world leaders try to prevent the worsening euro zone crisis from destabilizing the global economy.

At the wooded Camp David presidential retreat in Maryland's Catoctin Mountains, Obama and leaders from other major economic powers are seeking ways to soothe financial markets after worries about Spain's banking problems and the risk of a Greek exit from the euro zone sent world stocks to their lowest levels this year.

A shirt-sleeved Obama opened the morning session on the global economy at a rustic lodge, promising to seek ways to restore healthy growth and jobs and address concerns in Europe.

"All of us are absolutely committed to making sure that both growth and stability, and fiscal consolidation, are part of an overall package in order to achieve the kind of prosperity for our citizens we all are looking for," Obama said.

British Prime Minister David Cameron, after an early morning treadmill workout with Obama at the Camp David gym, said he detected a "growing sense of urgency that action needs to be taken" on the euro zone crisis. London relies heavily on international finance and banking instability would strike a fresh blow to an economy already in recession.

"Contingency plans need to be put in place and the strengthening of banks, governance, firewalls - all of those things need to take place very fast," he told reporters.

European Union leaders seemed keen to stress on Friday that they would stand firm in protecting their banks, after news of escalating bad loans raised the specter that rescuing Spain's banks would crash the euro zone's fourth largest economy.

"We will do whatever is needed to guarantee the financial stability of the euro zone," EU President Herman Van Rompuy said.

Earlier French President Francois Hollande suggested using European funds to inject capital into Spain's banks, which would mark a significant acceleration of EU rescue efforts.

An Italian newspaper reported that Italian Prime Minister Mario Monti has propose at the G8 creating a European-wide system of bank deposit insurance. Officials had no immediate comment.

OBAMA, MONTI, HOLLANDE

Beyond stabilizing the financial system, a key issue on the agenda is how to balance a growth with efforts to lower government debt through fiscal belt tightening. Obama has aligned himself with Monti and the new French president in putting more emphasis on growth.

That places pressure on German Chancellor Angela Merkel, who has pushed fiscal austerity as a the prime means of bringing down huge debt levels that are burdening European economies.

Voters in euro zone countries have shown frustration with that approach, ejecting the Greek government and in France the conservative Nicolas Sarkozy was defeated by Hollande, a socialist, in the May 6 elections.

A draft of the summit communiqu? shown to Reuters will stress an "imperative to create growth and jobs."

There are signs of softening in Germany's austerity stance.

Germany's largest industrial union, IG Metall, struck its biggest pay deal in 20 years early on Saturday. The 4.3 percent pay increase, more than double Germany's inflation rate, will boost worker buying power in the euro zone's richest nation and lift consumption - something the United States long has urged as a means to bolster overall growth throughout the world's second largest economic region.

Obama, in the Saturday discussion on the global economy, advocated a balanced approach, saying there should be "no artificial boosts," G8 delegation sources told Reuters.

"We need a growth agenda while maintaining fiscal discipline", he said, according to sources.

In the G8 group photo outside the presidential log cabin surrounding by lush green trees and under sunny skies, Obama also sought balance. He stood with the leaders of Europe's two largest powers - France and Germany - to his right and his left respectively.

An adviser to Hollande said France's growth message is winning supporters. "The positions he has taken are seeing an extremely positive echo in Europe but also in the United States, Canada and Japan," the adviser said.

GLOBAL SECURITY

Also on the summit agenda are concerns about oil and food prices as well as Afghanistan, Iran, Syria and North Korea.

Speculation has grown that Obama will use an energy session at the G8 to seek support to tap emergency oil reserves before a European Union embargo of Iranian crude takes effect in July.

But with oil prices already sliding, a move by Obama to tap the Strategic Petroleum Reserve - alone or along with other countries - could expose him to criticism that the emergency supply should only be touched in a supply crisis.

The Camp David summit kicked off four days of intensive diplomacy that will test leaders' ability to quell unease over the threat of another financial meltdown as well as plans to wind down the unpopular war in Afghanistan.

After the Camp David talks wrap up late on Saturday afternoon, Obama will fly to his home town of Chicago where he will host a two-day NATO meeting at which the Afghanistan war will be the central topic.

The Guardian speculates on the fate of the proposed green paper on communications has been delayed:

Jeremy Hunt's political problems have meant that the planned publication of a communications green paper has been put on hold until the culture secretary has given evidence to the Leveson inquiry and dealt with accusations that he favoured News Corporation in its negotiations to buy all of BSkyB.

Those close to Hunt's Department for Culture, Media and Sport say that the communications green paper ? which will set out government's initial policy thinking in areas as diverse as internet piracy, public service broadcasting and spectrum allocation ? has been largely written but is now unlikely to be published until autumn at the earliest.

One source said that Hunt and the DCMS were distracted by the Murdoch controversy and it would be impossible for the document to be published "until September at the earliest", assuming the culture secretary gives a successful performance before the judge in the coming weeks.

There are also suggestions that the green paper could be shelved completely, with ministers instead moving to publish a white paper that by then would incorporate any relevant recommendations arising from the Leveson inquiry about the future of press regulation.

Broadcast takes a similar line, adding it saw the legislation would focus on telecommunications rather than broadcasting.

Legislation is still scheduled for the 2014/15 parliamentary session.

Twitter adopts Do-Not-Track privacy option

Twitter will honor requests from users who do not want their online behavior tracked, the company said on Thursday, in contrast with Web companies such Google and Facebook whose business models rely heavily on collecting user data.

Twitter said it will officially support "Do Not Track," a standardized privacy initiative that has been heavily promoted by the U.S. Federal Trade Commission, online privacy advocates and Mozilla, the non-profit developer of the Firefox Web browser.

Some browsers, including Firefox, Microsoft's Internet Explorer and Apple's Safari, include a "Do Not Track" option that sends a line of code to websites indicating the user does not want to be tracked. But under current regulations, it is up to the website to honor the requests.

Google has said it will implement a "Do Not Track" feature in its Chrome browser later this year.

The "Do Not Track" announcement also coincides with Twitter's recent push to provide a more personalized service. Twitter recommends "tailored suggestions" based on a user's Web surfing history, but does not use the data for any other purpose, the company said on Thursday.

"As always, we are committed to providing you with simple and meaningful choices about the information we collect to improve your Twitter experience," Twitter's Director, Growth and International, Othman Laraki, said in a blog post on Thursday. "For those who don't want to tailor Twitter, we offer ways to turn off this collection."

Twitter's support for the initiative was first announced on Thursday by Ed Felten, the FTC's Chief Technology Officer, during a panel in New York. The microblogging site later confirmed Felten's statement, adding in a Tweet: "We applaud the FTC's leadership on DNT."

Mozilla praised Twitter's move in a blog post and noted that adoption rates for "Do Not Track" have risen steadily, to 8.6 percent of desktop users and 19 percent of mobile users.

"We're excited that Twitter now supports Do Not Track and global user adoption rates continue to increase, which signifies a big step forward for Do Not Track and the Web," Mozilla said.

Twitter's decision to get onboard with "Do Not Track" represents something of a balancing act for the six-year-old company, which has been closely scrutinized on how it can generate enough revenue to justify its multibillion-dollar valuation.

Online tracking through bits of code embedded in websites known as "cookies" underpins the business models for many Internet companies.

Facebook, due to go public on Friday in the largest-ever U.S. IPO, has been valued at $104 billion, partially by investors who believe it can offer advertisers a platform for highly targeted ads based on perceived user interests. Google similarly generates billions annually by targeting ads based on what a user is searching for.

Major online destinations that have endorsed "Do Not Track" include Yahoo, which said in March it would allow consumers "to express their ad targeting preferences to Yahoo" beginning this summer.?

Book Talk: Museum conservator finds life in automaton

NEW YORK (Reuters) - A museum conservator and horologist loses her colleague and married lover of 13 years, forcing her to use the intricate restoration of a 19th century automaton and the diaries of the man who commissioned it as the means to cope with her grief.

Set in London in 2010, "The Chemistry of Tears" is the 12th novel by Australian-born Peter Carey, winner of two Booker Prizes for "Oscar and Lucinda" and "True History of the Kelly Gang".

The museum backdrop, of the book which was published this week, is not immediately familiar to the layman, yet in restoring a swan automaton, a mechanical device that resembles and replicates the real bird, the conservator Catherine finds solace and emotional strength -- helped by an assortment of characters from both the 19th and 21st centuries.

Carey, 70, spoke with Reuters about selecting plots, the characters, and the places his characters dwell.

Q: What prompted the character's professions and the plot?

A: "Somebody has an affair, he dies, they work together, she can't tell anybody. Why I selected that, why I picked that up, I really could not explain. But having done that and having her (Catherine), and putting this together, I realized what I had stumbled onto is someone who had lost somebody and is now involved in the business of creating a facsimile of life.

"A lot of these little discoveries come from work and doodling around every day and finding things and putting them together and finding how they might connect and if they did connect what they might mean. So this is putting things together and seeking meaning rather than necessarily having the meaning assemble it."

Q: Did you do much research?

A: "I have become a very unreliable narrator of my own experience but I think one of the earlier things I did was to write to the Victoria and Albert Museum in London and a conservator got in touch with me. She was terrifically helpful. She worked on automata and I wanted to know what it was like. When you know nothing, and your idea is a little strange, it is hard to communicate in the real world why you are even asking these questions and a little embarrassing."

Q: What did you hope to achieve with the book?

A: "To make something very beautiful that never existed in the world before I suppose, and for the work to have sort of an authentic air. To sustain you if you wanted to read it four times and (that you) would continue to find it interesting to read. Like some paintings are interesting to look at, they never quite quite resolve themselves."

Q: Is your book literature or entertainment?

A: "It's literature, of course. Is it entertaining? I hope so. Literature, I guess, is something that has at its heart perhaps more than entertainment and the writer can, I suppose, not give a damn about if it's entertaining or not. Like if you read something that has a good argument then you'll keep turning the pages because the argument keeps you going."

"I think it's in my interests to entertain as well. It doesn't seem to me literature and entertainment are actually mutually exclusive positions."

Q: Does it need to be a success?

A: "If I earn back my advances, it's an extraordinary day (laughs). Are you asking me is it in my interests to have a really commercial idea? Well, it would be if I could have one, but it's not a temptation that's ever really faced me.

"The other successes I've had are about really ludicrous ideas. My safety if there is one, is more one probably of reputation and by doing unlikely things. The only safety is in danger."

Q: Why not set it in New York?

A: "In the very beginning when I was thinking about which museum it was going to be, and I certainly could have done it here with an American museum, sometimes you just make a choice about something you feel. It just seemed like an English museum sort of a thing to me. And also because it was Europe, it was nice to imagine it. Sometimes it's just nice to live somewhere in your mind."

Q: One character, Croft, meddles in other's lives, was he intended to be that way?

A: "Yes he's a sort of a meddler. I always felt very fond of him. Later it got to that point where he had meddled so much I thought, my God, he's a little like me in the sense of wanting to fix things for people. I would never meddle in anyone's life like he does but I would like to fix things. Naturally I felt enormous affection for him."

Q: Are you running from something?

A: "Death."
